Framework.DataManager.GetHistoricalBars(provider, instrument, dateTime1, dateTime2, BarType.Time, frequency)

When provider = IBTWS, this does not always return all bars between dateTime1 and dateTime2. Sometimes its more sometimes its less, even when the bars are definately available.

Please fix this.
